Create, update, and delete monitors via the Iris Detect API

Added

Three new operations are available on the /v1/iris-detect/monitors/ endpoint:

• Create: Add a new monitor with a term and optional exclusions.
• Update: Modify exclusions on an existing monitor.
• Delete: Permanently remove a monitor.

All three operations require the manage monitors permission.
